I have the honour to enclose copy of a report on the Tin Mines of Ko-chiu in Yunnan Province, The re- port was prepared by r. V. K. King, Director of the Geological Survey of the Ministry of Agriculture and Commerce, a capable and well-informed man, and this criticism by a Chinese official of the working of one of the most valuable mining areas in China, is of great interest.

The report has been communicated to me confiden- tially but, although it is undesirable that it should be published, it may be useful to have it on record in view of the British interests in tin smelting in Hong- kong and Singapore, and the likelihood of industrial developments at Ko-chiu.
